I needed for the MC to have an urgent reason to go somewhere so that he could meet the other important character. I tried all sorts of reasons for him to go to that one place but none of them worked until I forshadowed the story's conflict. What I learned from that is that no scene in a book can be wasted any more than a scene in a movie can be.
